Get through all 15 open v0.10.0 issues.

Outcome

Resolved 12 of 15 issues through planning, writing, and consolidation. Produced two Harley issue files covering all remaining build work. Three major decisions made (tier rename, CLI/skills consolidation, project as git repo). All templates rewritten clean. Multiple stale terminology issues fixed across the board.
